B E T H L E H E M, West Bank, March 22 — Near the birthplace of Jesus, Pope John Paul II injected himself into a deep political debate, hailing the Palestinian people, observing their plight as refugees and saying they have a right to a homeland. After touring Bethlehem,

manger, the pope began an hourlong tour of nearby Dheishehrefugee
camp, where he viewed the cramped living
conditions of the 10,000 people there.
